Introduction

This event brings together key non-party actors for an informal stocktake aimed at synthesising their inputs into the negotiation process on the Global Goal on Adaptation (GGA). Established under Article 7/1 of the Paris Agreement, the GGA seeks to enhance adaptive capacity, strengthen resilience, and reduce vulnerability to climate change. At COP28 (CMA5), Parties concluded the two-year Glasgow–Sharm el-Sheikh work programme and adopted the UAE Framework for Global Climate Resilience, encompassing seven thematic and four-dimensional targets. The event will also consider the progress made under the UAE–Belém work programme on adaptation indicators, focusing on refining methodologies and enhancing technical contributions to measure progress.

This informal gathering will reflect on outcomes of the initial mapping of over 7,000 adaptation indicators compiled by the UNFCCC Secretariat and the Adaptation Committee. It provides a platform for non-party actors to contribute valuable insights ahead of COP29, where Parties will assess the progress and provide specific guidance for further refinement of indicators.

Objectives

  • Provide a platform for key non-party actors to contribute their perspectives and expertise on adaptation indicators.
  • Support the ongoing review and refinement of existing adaptation indicators to improve the accuracy and reliability of progress measurements.
  • Foster collaboration among technical experts, observers, and non-party actors to ensure inclusivity and transparency in adaptation planning and implementation.
