Introduction

The session on Climate Disaster Risk Finance and Insurance (CDRFI) mechanisms is a targeted engagement taking place in the Anuradhapura District in Horowpathana Divisional Secretariat as part of the process to update the available information regarding the topic, with a special focus on local structures. This session aims to enhance understanding of how climate change-induced disasters are impacting local livelihoods, particularly those dependent on agriculture and related sectors, and to explore accessible financial protection tools, such as insurance and risk transfer mechanisms, that can build resilience at the grassroots level. The session is part of a broader initiative to strengthen district-level resilience planning and financial inclusion.

Objectives

  • To collect community-level data and lived experiences related to climate-related losses, vulnerabilities, and existing risk management practices across agriculture, fisheries, and local enterprises in Anuradhapura.
  • To assess the level of awareness, access, and utilisation of climate risk finance tools, including crop insurance, disaster-related compensation schemes, and alternative financial instruments, among local populations.
  • To support evidence-based research by identifying needs, challenges, and opportunities for expanding inclusive and participatory insurance mechanisms and financial support systems for climate-affected communities.
