Angela Patricia Rivera Galvis is an international environmental policy expert with over a decade of experience in international climate and environmental negotiations. She holds master’s degree in Territorial Planning and Environmental Management from the University of Barcelona and a bachelor’s degree in International Economic Affairs from the Autonomous University of Colombia.
She currently serves as Regional Coordinator for Latin America at SLYCAN Trust, where she supports countries in advancing work on climate adaptation, loss and damage, and climate finance, with a strong focus on strengthening technical inputs and engagement in the UNFCCC process. Angela is also a member of the Adaptation Committee under the UNFCCC.
Previously, she served as Lead Negotiator for the AILAC negotiating block (2017–2024), representing countries from Latin America and the Caribbean in UNFCCC negotiations on adaptation and loss and damage. More recently, she has held several regional and international roles, including serving as one of the GRULAC representatives on the Transitional Committee responsible for negotiating the establishment of the Fund for Responding to Loss and Damage. She also served as the Regional Representative for Latin America and the Caribbean on the Executive Committee of the Warsaw International Mechanism for Loss and Damage (2022–2025) and as Vice-President of the Basel Convention COP-17 (2025).
Her professional background includes senior roles within the Ministry of Environment and Sustainable Development and the Ministry of Foreign Affairs of Colombia, where she led negotiation processes and supported national coordination in multilateral environmental agreements.
