The European Climate Law is the centerpiece of the European Green Deal. Adopted in 2021, it anchored the EU’s long-term ambition of reaching climate neutrality by 2050 into law and set an intermediate target of at least a 55% reduction in net greenhouse gas (GHG) emissions by 2030.
In July 2025, the European Commission proposed a revision to this law, introducing a new milestone: a binding 2040 target of -90% net GHG emissions compared with 1990. The revision also connects the EU’s trajectory to the Paris Agreement process, shaping the Union’s next climate pledge for 2035.
This analysis by SLYCAN Trust provides an overview of the challengesfacing the proposed revision of the European Climate Law.
