The Adaptation Fund was created by a decision of UNFCCC COP 7 in Marrakech, Morocco in 2001 (Decision 9/CP.7), and interim institutional arrangements were established by a decision of the Parties to the Kyoto Protocol in Kenya in 2006 (Decision 28/CMP.1). The CMP decided in 2018 through decision 1/CMP.14 that the Adaptation Fund shall exclusively serve the Paris Agreement and shall no longer serve the Kyoto Protocol once the share of proceeds under Article 6.4 of the Paris Agreement becomes available.

However, there is lack of clarity on how to determine when the condition ”becomes available” is fulfilled. Negotiations are currently focused on how to a) determine the trigger for exclusivity as per the decisions and b) ensure the governance and institutional arrangements are in place to ensure the continuity of funding and support provided by the Adaptation Fund to developing countries. This technical briefing sets out the key considerations for addressing the trigger and completing the governance arrangements for the Fund so that it can serve the Paris Agreement and support developing country adaptation needs and priorities.
