This submission by SLYCAN Trust aims to contribute to the development of a comprehensive, ambitious, inclusive, and timely Resource Mobilization Strategy (RMS) for the Fund for responding to Loss and Damage (FRLD), pursuant to decision FRLD/B.7/D.7 and guided by decisions 2/CP.27, 2/CMA.4 and the Governing Instrument of the Fund, decision 1/CP.28.
The operationalization of the FRLD represents a historic achievement under the UNFCCC and the Paris Agreement. It responds to long-standing calls from developing countries for adedicated financial mechanism to address loss and damage associated with the adverseeffects of climate change, particularly in countries and communities that are especiallyvulnerable to climate change. The effectiveness, credibility and legitimacy of the Fund willdepend fundamentally on its capacity to mobilize resources at a scale, predictability and pacethat reflect the urgency and magnitude of loss and damage impacts.
